There's enough Hero Points to unlock literally 100% traits and skills for your class, + you can swap between them everytime you want (out of combat) with no cost at all. We don't have "permanent" builds in Guild Wars 2. Traits, skills and stats can be changed, so you can be damage dealer, but switch to support role for next fight if needed.

No need to reset skill points as there are more skill points in-game than you will need to use for every single skill. Traits however CAN be reset by just talking to your trainer for a fee. I don't think you can reset skill points, but as far as I'm aware their is enough skill points in game to unlock every one of them.
