One of the awards for completing the seventh mission of the Price of Loyalty campaign is "Kraeger Defeated." The award that seems to be most similar to it is the "Corlagon Defeated" award that you get for winning a glorious victory against Corlagon in mission 9 of Roland's campaign, which prevents Corlagon from appearing uncomfortably close to your Wizard castle at the beginning of mission 10.
What I had in mind at first was to set number of mage guild levels to 5 and spells per level to 3 3 2 2 0. This basically would build whole mage guild for AI, including lvl 5, but because of 0 spells per level 5 it will have unopened scroll as 5th lvl spell. But you propose a bit more complex but cleaner solution.
